not said — the turn was produced but the feed refused it: the speaking client does not own the cast, or the cast is not admitted. No model call is made once this is known. Provisioning repairs it; a retry cannot. Distinct from not_provisioned, which the DRIVER decides before a programme runs: they share a cure and nothing else, and one id for both left a reader unable to tell which of the two had happened.
