Effect — what a run of this workload PRODUCES, and therefore who can see it. Declared, never inferred from what the workload is about: `publish` means the output faces the public (it gets a row on the programme guide and a room), `record` means it writes to the graph and nothing leaves the cell. It is what `bench.info`'s `programmes` counts, in place of a test for what the bench is called.
