breaker — the programme's runs failed consecutively up to its declared `on_failure.breaker`, so the driver stopped starting new ones. For a RESEARCH bench that means dropping to manual until an operator looks. For a STATION programme it does not: a broadcaster that removes itself from the schedule is exactly the silence the airing ruling forbids, so it stays armed, reports THIS reason, and keeps trying on its declared cadence.
