budget calls — AKASHA'S OWN daily CALL ceiling is spent (llm.budget calls=), not the provider's. Distinct from llm_pool: the pool had room and the provider was willing; this cell stopped the airing itself, to hold the spend it was told to hold. The fix is a cadence or a ceiling, and both are ours.
