Workload — one scheduled unit of work on a workbench, DECLARED in a single file (`config/workbench/workloads/<slug>.json`) and read by one driver. Nine fields, frozen: bench, workflow, society, trigger, duty, effect, appetite, budget, pins. Every field is also a membership on the workload's atom (`set:wl:*`), so the declaration is inspectable as data. Identified by `<bench>/<slug>` — the key the model-provider ledger is accounted against.
